Conformance Assessment Management System (CAMS
AQUAS is currently implementing the CAMS system for USDA Agricultural Marketing Service (AMS). This system currently enables AMS to track time and attendance, expense and volume entered by employees with respect to fee-for-service grading and certification activities performed for the agricultural commodities industry. The system allows AMS to bill applicants that request these services and also interfaces with the USDA National Finance Center (NFC) e-payroll and billing systems.
AQUAS conducted a business process Analysis effort to identify the common functions that are performed by each program in AMS in order to design a system that is common to all AMS business units. AQUAS is currently implementing the Poultry, Livestock and Seed, and Science and Technology Programs, with a vision to integrate the Dairy and Fruits and Vegetables Programs in the near future. AQUAS is also working on a standalone version of this system that will allow AMS graders in the field that are unable to access the internet, the ability to enter their data and upload it at a later time. AQUAS developed the original Poultry Grading Information System (PGIS) which was the first of its kind in the industry. The system was built to calculate the Office of Personnel Management federal payroll rules and allowed AMS Poultry Programs to automate the invoicing of their fee-for-service activities. So successful was this system that AQUAS are now servicing the entire AMS in the CAMS effort.

Marketing Order Administration Branch’s (MOAB) Section 8e Import Compliance Homepage
AQUAS was tasked by MOAB of the AMS Fruit and Vegetable Programs ensure compliance with Section 8e of the Agricultural Marketing Act of 1937. AQUAS built a public web site housed on the USDA.gov domain that allows importers of particular agricultural products to request exemption from inspection at the U.S. border. The website allows importers to create certificates online, and allows the receivers of these products to close out the certificate to confirm that goods are processed for the purpose they were exempted. The system interfaces with the USDA e-Authentication system and allows MOAB to receive and download information from U.S. Customs and Border Protection (CBP) to cross reference requested imports of exempted products against actual imports recorded by CBP.

Poultry Grading Inspection System (PGIS)
AQUAS conducted facilitated working sessions with key USDA Poultry Grading Branch representatives to identify opportunities for streamlining processes, and for reuse of information to enhance program area objectives. The effort included the development of As-Is and To-Be business models, process flows and entity relationship diagrams. AQUAS went on to develop an comprehensive system in a WebLogic Server environment, which passes information to SQL Server stored procedures and the web-enabled presentation layer. The system's back end is MS SQL Server 2000.

Seed Regulatory and Testing Information System (SRTIS)
AQUAS performed a thorough business process analysis for the USDA Seed Regulatory and Testing Programs of its lab processes for seed germination. Based on AQUAS’s reengineering recommendation and the requirements we gave them, this branch has decided to replace this system. AQUAS currently supports the existing system, SRTIS, which helps them enforce interstate commerce provisions of the Federal Seed Act and provides seed testing services under the Agricultural Marketing Act.
